It was inaugurated in October 1997 in honor of the crew who were aboard the ship "Scorpion", as these brave men risk their lives to withdraw, in a  professional and voluntary, the tanker "Mary Ellen Conway", that was in flames, threatening to damage the PEMEX facilities. The gratitude is extended to the oilers that at the dock, stop timely the pipelines.
