The Templo and Ex-Convento del Carmen Alto is located in one of the first sites selected by the Spanish conquistadores to establish Christian worship. From the first colonial century, there  existed in the highest part of the city a shrine consecrated to the Cross in the late 17th century, and this is where the Fathers of the Carmelitas Descalzos Order built their church and convent. Above the portico of the main facade, is a relief of the Virgin of Carmen with the shields of the Order to the sides.
This religious community was distinguished for their courtesy and for the protection it afforded to the people. The church was frequented by the rich Spaniards, and its main festival remained linked to Lunes del Cerro celebration.
Only the southern front has been preserved of the original church, since it was rebuilt in the early 18th century. Because of its structure, the convent has often served as military barracks and a military prison. During the pursuit of the forces of General Morelos, here is where the realists held out. The church has also been an episcopal residence, and a large part of the building was intended for government offices.
