With this bronze sculpture created in 1999 by the Mexican artist Glenda Hecksher, the city of Guanajuato pays tribute to Enrique Ruelas Espinoza for having been founder and director of the University Theater of Guanajuato from which the International Cervantino Festival has its origins. Espinoza lived from October 20, 1913 to October 6, 1987.

Enrique Ruelas Espinoza was an illustrious character who studied law at the University of Guanajuato. He was Representative of the Department of Intellectual Cooperation of the Secretaria de Educacion Publica, in the area of Theater and Cinema, in the presence of the United Nations Educational, Scientific and Cultural Organization; Secretary of the Mexican Center of Theatre; Director of Theatre of Channel 4 of Telesistema Mexicano ; Assistant Director of the Institute of Cinematographic Culture of the Iberoamerican University; Head of the Department of Aesthetic Activities of the National Preparatory School and the Department of Drama and Literature at the Faculty of Philosophy of UNAM.
